When Silvereye was still young, the beasts tried to take it back from humans. Demons lurked in the gutters and dragged children away to their deaths. Monsters sprung in through opened windows and gobbled up sleeping mothers. They cursed and plagued and murdered because people were easy prey.
But the people were not so easily squashed.
Witches and warriors drove out the creatures and kept them from entering the city's boundaries. The ones they couldn't kill or chase away were bound by ancient magic in the forgotten holes of the city. Neutralized, the vengeful spirits couldn't do nothing but fall into obscure legends.
The sorcerers created peace, safety. No one had to fear the dark anymore. People forgot about the monsters unless they needed to scare some small children into behaving.
All it took to break were two idiots.
While escaping the Redway mansion guards, two criminals fled into the city's sewer. They came to a chamber where something waited in the water. It attacked them, and one of them, a rogue witch, unwillingly broke the spell barring it to its square pool of a prison.
He set the kelpie free, and it's had many years in solitude, swimming amongst the shit and gutter filth to grow hungrier and hungrier.
It hasn't forgotten the taste of children.
Lock your doors and be wary the water, Silvereye citizens.

What is a kelpie?
A kelpie is a malevolent horse-like water spirit. They usually haunt swams, lakes and rivers, but the one hunting in Silvereye is not proud and will not think twice about pulling you into the sewer. This is not an innocent beast of burden; it wants to drown and devour you. It will trick children onto itsback backs by appearing as harmless lost pony, and once the child is seated upon it's back it's skin oozes glue. Stuck to the monster, the child will drown as the kelpie drags it to the bottom of it's pool. It may also appear as a voiceless woman to lure men close to the water.
In truth, the kelpie looks like a rotting horse. It's mouth is full of fangs and it's front feet have claws instead of hooves. It's eyes are pupiless wads the color of fish bellies, and it's mane is thick cords of wiry hair. When out of the water, it's body constantly drips and oozes. Barnacles and algae grow between the rolls of soggy flesh.

It's presence will affect the city in more ways then just disappearances. Streets will flood, houses will flood, and other, lesser, water monsters will start springing up. You don't need permission to rp these events.
