Witches are hunted down, tacked to the ground and forced to wear collars like a dog. The devices hanging around their necks drains magic once a month, their own damn life energy, and transmits it to the capitol for whatever use the Royals deem important. Many people hate or fear those with powers, afraid they'll curse children or set fire to their houses.
They're persecuted. Run down. Cast aside unless they choose to serve like half baked court magicians.
They needed a place to learn.
Bastion Tower is older than any of the cities. Older then even the kingdoms themselves. It was created by the first witches as a place of power, dignity and council. After the world went to hell and the Errare Queen blew up the sun, it's become a safe house for witches.
Run by a council of elders, the tower is, at it's very core, a school. Scouts chosen by the elders as the most trustworthy witches and warlocks search the cities and forest outskirts for children with potential. Magic potential. The scout will then bring them back to the tower, if the possible student agrees, or make it so he was never there if it backfires.
This ain't your kid sister's Hogwarts. Students are trained in combat with specific lessons pertaining to the different genres in magic. They learn to defend themselves and to hide themselves while developing pride in what they are.
The castle is guarded by barriers and enchantments that make it impossible to see from the air. The only way to find it is for a scout to lead you or to stumble upon it by foot... and even so, you need to get past the beasts. The elders have a pact with the giant animals of Brumeveil to protect the tower in exchange for magical services (usually medical aid).
