RIGHT with these collar things; How much magic do they drain? How would the person feel afterwards? Does it hurt when it's being pulled from them? (I presume it can't be pleasant but anyway) At what age would they be put on? Would it be possible to have on but on through RP even if the character was in late teens or above? Can they be broken? If yes what would the penalty be?
I've yet to find anything that answers this, there could be something that I've overlooked, if so, sorry C|

NOPE didn't overlook. Just me being lazy.
The collars are put on once a child exhibits enough magic to be considered a witch, which is usually around puberty but may happen earlier. If a rogue witch is captured, they're forced to wear a collar regardless of age. They don't take them off for the elderly. As for the draining, think of it as donating blood. It doesn't necessarily hurt, but they'll feel dizzy and weak after it's finished. Some will faint in a similar fashion. These collections are done automatically every month, but those in charge can easily abuse it and take more then they say they are.
They can be broken with a lot of force. These things are heavy duty. If the witch doesn't report the broken collar asap they'll be punished, probably with a fine. If they break it and try to escape, they'll be considered a rogue and the witch hunters will bring them in to reinstate a collar and dish out punishment (which would be prison in this case).

Dammit now I want a witch to break one just so someone can kick his ass for it fffft XD How long would they be in prison for if they were caught for it?

3 months plus a beating from the hunters
edit: They're thick, black metal bands hinged together with gears and hang loosely around the neck. Too small to pull over the head, however. In the back is a key hole for removal (if it's malfunctioning and needs replacement). In the front center is a small red bulb that lights up during the draining process.
You can get creative if you want, there's no strict ref.
